Applications are invited from suitably qualified candidates to fill the following position that has arisen within the Public Service Commission.
POST TITLE: Procurement Manager x1 REPORTS TO: General Manager – Procurement STATION: Public Service Commission – Head Office |
Duties and Responsibilities |

-Conducts procurement in accordance with the Public Procurement and Disposal of Public Assets Act, and any other policies. -Initiates and coordinates annual procurement planning based on the approved operational plan and approved budget. -Develops cost-effective strategies for the procurement of goods and services. -Conducts cost analysis and sets benchmarks for improvement. -Leads in the identification of inherent risks associated with the functions of the Department and establishes mitigatory strategies in compliance with the principles of Public Procurement, Governance, and Ethics frameworks. -Ensures that procurement achieves maximum value of Public expenditure within available financial resources. -Verifies evaluation reports from the committee for the prescribed thresholds before submission to the General Manager. -Coordinates the preparation of accurate estimates for the cost of procurement. -Maintains accurate and complete records for all procurements of services for the Public Service Commission. -Coordinates the bidding processes, including pre-bid meetings, ensuring that bidding documents comply with set provisions and guidelines. |
Qualifications and Experience |

-Bachelor’s Degree in Purchasing and Supply Chain Management or equivalent. -A Master’s Degree in Procurement and Supply Chain Management or equivalent is an added advantage. -Professional membership such as the Chartered Institute of Purchasing and Supply (CIPS) or equivalent. -A minimum of six (6) years of relevant Public Procurement experience. -Working knowledge of the Public Procurement and Disposal of Public Assets Act (Cap 22:23). -Familiarity with relevant computer-based packages, including SAP. -A collaborative worker who is innovative and with good analytical, administrative, and leadership skills.
